Welcoming speech by Chow Kon Yeow, Penang State Exco Member for Local Government, Traffic Management & Flood Mitigation and Vice Chairman of Penang Green Council during the Penang Green Agenda Workshop at Penang Institute on 24 March 2017:
Good Morning. Thank you for your gracious presence at the first Penang Green Agenda Workshop. I am happy to see all of you here to participate in this workshop to discuss the strategies to make Penang a more sustainable and greener state.
First of all, I would like to thank Penang Green Council’s directors Dato Leong Yueh Kwong and Dato Renji Sathiah for taking up this heavy task in spearheading the formulation of Penang Green Agenda and leading the preparation of the Penang Green Agenda.
Ladies and gentlemen,
Penang State Government has always strives to realise the vision of making Penang a “Cleaner, Greener, Safer, Healthier, and Happier” state. In response to the global climate change issues and evolving paradigm of sustainable development, Penang State Economic Planning Unit, Penang Green Council, and Penang Institute mooted Penang Green Agenda.
The Penang Green Agenda (2018-2030) aims at formulating strategies to adapt and build resilient community in Penang to meet future environmental challenges, incorporating United Nations Sustainable Development Goals (UNSDGs). World leaders adopted the UNSDGs in September 2015 at the United Nations Sustainable Development Summit 2015.
Penang aspires to become a smart and intelligent international city, therefore we must ensure our vision, targets and goals are in line with the international standards. We hope that the Penang Green Agenda serves as guidelines and provides directions pertaining strategies and action plans for the future of Penang in terms of environmental sustainability.
Over the last ten years, many cities in the world have came up with respective environmental action plans in addressing climate change and sustainability challenges. Penang Green Agenda will take on technical experts and scientists to look into sustainability aspects of the Penang State, including developing sustainability indicators. We will conduct scenario analysis to assess the impacts of environmental issues on Penang State’s sustainability. The agenda will also engage all stakeholders in Penang to identify and combat the current and future environmental challenges of the state, proposing feasible solutions.
Today’s workshop is a starter. The combination of top-down and bottom-up consultation process means we need more time. We hope that the Penang Green Agenda will be understood and accepted by all levels of stakeholders.

The workshop today is organised by Penang State Economic Planning Unit, Penang Green Council, Penang Institute in partnership with USM’s School of Social Science, United Nations University’s International Institute for Global Health to foment initial discussion of directions, aims and scopes for the Penang Green Agenda. We hope that this one-day workshop will provide a good food for thought and generate valuable feedbacks for policy and decision-makers for Penang Green Agenda’s development and implementation.
