At Penang Green Council (PGC), we are all from diverse cultural backgrounds, equipped with different skills, work together under one roof for ONE cause - to enable, empower and enrich the people of Penang to practice sustainable living for the Environment and the quality of life. Josephine Tan Mei Ling
General Manager

“No man is an island; we each have a role to play in ensuring that we do not pass down a world beyond repair on to our children.”
Josephine is no stranger to Penang State’s ambitious vision in becoming a Green State. For the past 6 years, she has been serving as the Special Officer in charge of Environmental portfolio under Penang State Government. Her vast experience also comes from her active involvement in environmental related issues, policies making, educational awareness and international networking platforms such as CCAC, GEC, and UN Habitat. She is persistent that all mankind shares the same responsibility in protecting our environment because if we are sharing the same sunlight, air and natural resources on this planet, then why are we not sharing the same responsibility in caring for it?
She describes herself as an enthusiast, energetic, self-assuring and highly curious person. She reads, listens to music, workout and goes on holidays during her free time.
Her aspiring nature believes that there’s nothing she can’t achieve in life as long as she is willing to work for it. There shouldn’t be a reasonable limit to her achievement. Her vision is to Leave A Legacy!

Hoo Huey Ching
Assistant General Manager

“Nobody can change everything, but everyone can do something”.

Huey Ching believes that all environmental movement starts within oneself, ​​albeit the change is slow, it must be done and it cannot wait. ​

Started as DNA sequencing lab ​officer and water quality researcher, Huey Ching’s multi-discipline background allows her to be skilful with technical data and field work handling.

She joined PGC in March 2014 as part of the Community Outreach team. Huey Ching steered environmental camps and workshops, ranging from kids to teenagers and women of different age groups. She focuses on how to keep the environment safe and healthy as she believes in behavioural change even though it is not coded in the human DNA.

Huey Ching is sensible and gives meticulous attention to detail in order to achieve the best. She feeds on coffee and cakes and travelling is always a bonus that keeps her all excited!

Research Assistant
Research & Policy

Naven joined PGC in March 2017 to work in the Research & Policy team. He is a quick learner despite being new to PGC. Naven is responsible for providing research assistance in the carbon reporting project and sustainable development activities. He also assists in conducting public surveys for the organisation.

Naven holds a bachelor’s degree in Applied Science (Hons), with a major in Aquatic Biology and a minor in Psychology from Universiti Sains Malaysia.

Outside of work, Naven loves travelling. He has visited several countries like Cambodia, Singapore, India and Thailand to learn about their culture and lifestyle. His travels have helped him to widen his view on life and taught him new perspectives.

As an animal lover, Naven’s main passion in life is to give a voice to the voiceless. He supports animal liberation and he is strictly against caging any animals for our own pleasure.

Mela joined PGC in 2018 as part of the community outreach team. Before she joined the Research and Policy Division in order to pursue her interest, she worked on the ground in the Waste Segregation at Source campaign. She is currently in charge of Penang Green Agenda and Carbon Reporting where both topics are striving to create a cleaner and greener Penang for the coming generation.

Mela graduated from Universiti Putra Malaysia with a bachelor's degree in Environmental Science and Technology. She then pursued a master's degree in Environmental System and Modelling. She is also involved in volunteering work for environmental awareness on a timely basis.

She believes that the key to changes is through education and knowledge knows no boundaries.

Renuka Radakrishnan
Programme & Project Senior Officer

“Don't ask why I'm vegetarian, ask yourself why you are not.”

Renu joined the team in March 2015 and served as a Communication Executive, assisting in preparing speeches and press statements. Her expertise includes translation of English and Bahasa Malaysia.

She then took charge of Penang Green School,  an environmental audit programme for schools in Penang and Penang Green Citizens Programme, in efforts to build constructive relationships between PGC and the community. She also manages Penang Green Journalism Award.

Prior to her time at PGC, Renu is a strong enthusiast with a mellow tone. She has worked with the non-profit - Penang Animal Welfare Society, campaigning for stray and abused dogs. She is also involved in Mother to Mother Peer Support in Penang, a non-profit organisation for a breastfeeding friendly community. She received her B.Sc. Honours in Environmental Technology and eventually earned her Masters’ in Science Degree from Universiti Sains Malaysia, Penang.

She lives in Georgetown, the heart of Penang with her parents, siblings and her dog. Renu enjoys reading books and novels, hiking and cooking.

Community Outreach

An Environmental Science and Technologies graduate, Jiha joined PGC in 2014, taking the lead in Waste Segregation at Source Campaign, an awareness programme to educate the community on environmental issues.

She is now steering all PGC’s environmental camps and workshops for kids, teenagers and women of different age group. She strongly believes that every child has an incredible influence over each other and also their parents. By educating kids and teenagers through camps and workshops, it will help them to understand more about Mother Earth, at the same time influence their parents' behaviour. It is our responsibility to become their role model in embodying sustainability value through each pivotal stage of development especially in their early childhood.

Wong Fen Fen
Programme & Project Officer
Community Outreach

Fen Fen joined PGC in 2014 as a Programme & Project Executive for the Awards and Incentives division. In 2017, she has moved into a new role in the Community Outreach Division to broaden her horizons.

She handles Zero Waste Network and Trash2Treasure mobile application, to enhance the efficiency of recycling and recyclables buyback process in Penang. She also coordinates household E-waste collection. Fen Fen strives to engage youth as she believes they can accomplish great things, not only for themselves but also for the community as a whole.

Prior to joining PGC, Fen Fen has worked with an Environmental Impact Assessment (EIA) consultancy firm for 3 years. She is a graduate of Universiti Malaysia Terengganu with a bachelor’s degree in Marine Science.

Fen Fen’s easygoing personality will make you feel warm and she is always more than happy to share her insights and ideas to help people experience the best.

She spends her free time exploring the world through music, hiking and traveling.

Wong Jin Li

Kimberly joined Penang Green Council in Oct 2018 as a Programme and Project Executive to help creating awareness to public on the importance of practicing waste segregation and urging public to change their current lifestyle judging by the urgency of environmental issues happening around the world.

She was a graduate from INTI College Penang with a Bachelor's Degree in Event Management and Marketing. Due to her actively involvement in Y-MAD Community (currently as an independent club in Penang), she had the opportunities to explore different environmental-related events, which helps her to see clearly how human daily practices is affecting the environmental issues that are happening now. Therefore, she wishes to contribute her efforts in creating awareness to public regarding the environmental issues through M.A.D. (Making A Difference) events and campaigns.

Part of the reasons for her to involve in environmental work is because of her passion towards wildlife and she intends to reduce human impacts towards the nature and these beautiful lives on this earth.

Ashawani Chinathamby

I stay strong to my principles, ethics and I believe in “always giving the best out of me”.

Asha is responsible for the reporting of accurate financial information for PGC and ensures that all purchasing and catering orders meet PGC environmental guidelines.

She is a recent graduate in Accounting & Finance from University of Greenwich. Asha was pursuing her degree when she joined PGC in 2012. She now has 4 years of experience in monthly and annual closing of financial statements and accounting software (UBS).

Asha handles all human resources work and provides administrative support in PGC. Her diligence helps her in safeguarding the organisation assets, handling confidential matters and inventory control to make sure the organisation is green and clean internally.

She likes owl and loves pink to the core. Her hobbies are travelling, watching movies and spending time with friends and family.

Fazlina Redzuan
Officer Human Resource & Accounts

Lin joined PGC in February 2014 as Admin and Account Assistant. Her work focuses on assisting and using her green-sense to maximise the efficiency of resources in the office to create a greener and conducive work environment.

She handles multifaceted administrative tasks which include data entry, filing, records management and billing.  She also manages the in-house library system and book keeping. Lin takes the lead of administration well and attentively. Besides that, she also makes sure the indoor plants along the “greenery belt” in the office stay alive!

She gained her experience in administrative work from a state government agency and a private company. She holds a Diploma in Information Technology (Programming) from Politeknik Balik Pulau, Pulau Pinang.

Lin enjoys her free time reading novels and travelling. Underneath her quiet demeanour, she loves watching football match live in the stadium!

Hasyeemah binti Abdul Majeed
Officer Human Resource & Accounts

Shima, being able to speak more than 3 languages: Chinese, English, Malay and Tamil, joined PGC in September 2012. She assisted in Penang Green School Programme, an environmental audit programme for primary and high schools in Penang.

In 2017, she is assigned to assist in Penang Environmental Stewardship & Sustainability Awards under the Awards and Incentives Division. She also supports the Penang Chinese and Mission Schools Affairs Coordinating Committee.

Having more than 4 years of experience, her connections with private sector and government agencies help to improve partner engagement. Shima is also thrilled to provide assistance in administrative matters in PGC. She holds a BA in Accounting and Finance (Hons) from University of Greenwich.

Behind her signature smile, Shima is a proactive and self-motivated individual. Outside of work, she enjoys spending time with her family and friends.

Wong Carmen
Senior Officer Communication & Green Oasis Learning Centre

Carmen joined PGC in 2014 after graduating from Lincoln University, Christchurch in Environmental Management and Planning, minoring in Sustainable Business.

She enjoyed looking into the Christchurch Central City Plan draft on proposed public transportation system after the devastating earthquake in 2011 as part of her project on sustainable development in university. Her experience as Student Representative in the Department of Environmental Management Lincoln University has allowed her to work closely with the local community groups in understanding environmental and sustainable matters.

Carmen is currently promoting Penang Green Office Project Certification, aiming at creating a sustainable and conducive environment in the working place. She believes that our office is also our ‘second’ home and comfort leads to productivity. Other projects that she is managing include Penang Rainwater Harvesting Incentive and Food Waste Challenge Incentive. She is also looking into the possibilities of transforming KOMTAR into a resource-efficient building with external parties.

Carmen is outspoken and helpful. She is a true foodie who can cook and bake. You can basically ask her if you are looking for any good food or cafe in Penang. She is also crazy with anything in PINK!

Design & Communication Officer

In March 2016, Hani joined Penang Green Council and is responsible for designing all in-house publicity collaterals.

She graduated from Universiti Kuala Lumpur Malaysian Institute of Information Technology (UniKL MIIT) with a bachelor's degree in Multimedia Technology (Hons) in Interactive Multimedia Design.

Hani has a good eye for graphic design. She does her wonder by communicating messages effectively through design ideas and interesting graphic.

Hani may look quiet and shy but she is an outgoing person. Very helpful, too! She loves spending time with her family and watching K-pop dramas. She also enjoys creating things in her pastime.


Communication Officer

Shin Ai joined Penang Green Council in November 2018 as the Communication Officer. She graduated from Universiti Sains Malaysia (USM) as a Bachelor Degree’s holder of Communication, majoring in Journalism and minoring in Graphic Communication. She was appointed to be the editor of USM Jazz Band newsletter and also helped to manage the publication and design of the band’s first coffee table book in 2014.

Before joining PGC, she worked as a Chinese content writer for Foodsion and Backstage Professional magazine. She writes about lifestyle and treasure moments through photography. At the same time, she also enjoys making handcrafts using reusable items, believing that every item deserves a second chance or second life.

Shin Ai cares about humanity and environment. She loves culture, music and arts. Plus, she is a dog lover. Usually she doesn’t talk much, she observes and listens. She is easy going and you can talk to her in English, Malay, Chinese Mandarin Hokkien, Cantonese and even Hakka.


Communication Executive

Atiqah joined PGC as Communication Executive in September 2018. Prior to joining PGC, she managed a small business by herself by selling homemade cakes and cookies. She did her internship in USM Public Relations Office as a news writer and translator.

Atiqah holds a bachelor's degree in English for Professionals from Universiti Sains Malaysia. Back in her university days, she joined the 40th USM Pesta Hoki Antarabangsa as a committee member and even produced a drama production in her faculty.

She loves baking, watching movies and reading during her pastime. She believes that having cats as pets are therapeutic and can ease the pain of oneself. She may be quiet and shy when you first meet her but as you get to know her, its really the opposite. She is so into anything with vanilla scent because that calms her down whenever she feels blue.
